This rule establishes a mandatory standard for carriages and strollers in accordance with section 104 of the Danny Keysar Child Product Safety Notification Act, as amended by the Consumer Product Safety Improvement Act of 2008 (CPSIA). The rule incorporates the most recent voluntary standard, 037810 ASTM F833-13b developed by the American Society for Testing and Materials. It also defines requirements and testing procedures to minimize the risk caused by these products. CPSC staff worked closely with ASTM stakeholders to develop this rule.
